That 8-hour no-refund window is worth paying attention to. Under the old rules, you could cancel as late as 4 hours before departure and still get half your money back. Now, if you cancel within 8 hours, you get nothing. So if your train departs at 6 PM and you decide to cancel at noon, you are out of luck.
Flat Cancellation Charges by Class
When you cancel within the full-refund window (more than 72 hours before departure), the refund is minus a flat cancellation charge. These have not changed much:

How Cancellation Works — Step by Step
Online Cancellation (E-Tickets)
If you booked on IRCTC website or app:
1. Log in to your IRCTC account
2. Go to My Transactions or Booked Ticket History
3. Find the ticket you want to cancel
4. Click Cancel Ticket

Counter Tickets
